$70,000 for OPT? A Costly Proposal for International Talent
The Trump administration has proposed a substantial new fee for Optional Practical Training (OPT), the program that allows international students to gain U.S. work experience related to their studies.
Under the Department of Homeland Security’s October 8 proposal, schools would pay $70,000 for a student’s initial OPT recommendation and $30,000 for subsequent recommendations, including a STEM OPT extension. The payment obligation would fall on the school.
As of October 17, 2026, this remains a proposal. Public comments are open until November 9.
DHS says the fees would combat fraud and protect American workers. Those are legitimate goals. But would such a large fee discourage schools from recommending qualified students or ultimately shift the financial burden onto students?
I studied in the United States, started a company here, and have spent decades building a business and creating jobs. I believe one of America’s strengths is its ability to attract people from around the world and turn their abilities into businesses, innovation, and employment.
Protecting American jobs matters. So does allowing talented people educated in America to contribute here.
We should carefully consider whether this proposal serves America’s long-term interests.
