The Japanese Leader Admired by President John F. Kennedy

 

When people talk about great reformers and exceptional leaders in Japan, one name consistently stands out: Uesugi Yōzan (1751–1822).

 

Yōzan became the daimyo (feudal lord) of the Yonezawa Domain at a time when it was deeply in debt and on the verge of financial collapse. Instead of raising taxes or blaming others, he began by reforming himself. He lived modestly, cut unnecessary government spending, encouraged agriculture and local industries, and invested in education to develop capable future leaders.

 

His philosophy was simple but powerful: a leader must lead by example.

 

Yōzan is also remembered for one of Japan's most famous sayings:

 

"If you try, it can be done. If you do not try, it will never be done."

 

(「なせば成る、なさねば成らぬ何事も」)

 

For Yōzan, these were not just words—they were the principles by which he transformed an almost bankrupt domain into a stable and prosperous one.

 

His leadership has been admired not only in Japan but internationally. President John F. Kennedy reportedly named Uesugi Yōzan as the Japanese political figure he most admired. Kennedy was impressed by Yōzan's commitment to public service, fiscal responsibility, integrity, and his belief that government exists to serve its people—not those in power.

 

More than 200 years later, Uesugi Yōzan remains one of Japan's greatest examples of a reformer, an outstanding manager, and a true leader. His life reminds us that lasting change begins with personal responsibility, courageous leadership, and a willingness to act rather than simply talk
