Permit, Not Right

 

In Japan, many people casually use the term “permanent residency rights.” Legally speaking, however, Japan does not grant a “right” of permanent residence. It grants permission for permanent residence. I believe that distinction matters.

 

A “right” suggests something inherent and difficult to revoke. A “permission” is something granted by a nation under specific conditions. It assumes that the individual follows the law, contributes to society, and respects the country’s rules and social norms.

 

Japan has never historically been an immigration-based nation. That does not mean Japan rejects foreigners. In fact, many foreign residents work hard, contribute positively, and become valued members of their communities. Japan grants permanent residency to those who demonstrate long-term stability, responsibility, and contribution to society.

 

Personally, I think this approach is reasonable.

 

If someone wishes to live permanently in another country, respecting that nation’s laws, culture, and social expectations should naturally be part of the arrangement. That is not discrimination. It is part of maintaining a stable and trusting society.

 

Recently, I sometimes hear people speak as if permanent residency is an untouchable entitlement. But in Japan, permanent residency has always been a permission granted by the government, not an absolute right. If conditions are no longer met, that status can be reviewed.

 

In my opinion, other countries should also view permanent residency as a privilege tied to responsibility and accountability, rather than as an unconditional right.
