When a government raises taxes aggressively, then penalizes people or businesses for leaving, it can look less like confidence and more like desperation.
History offers examples.
The United States has an expatriation tax for some wealthy citizens who renounce citizenship, designed to tax unrealized gains before departure. California has debated wealth-exit style measures, though many have faced legal challenges. Countries like China have strict capital controls that can make moving wealth abroad difficult. In the past, East Germany literally built walls to stop people from leaving. Even some modern cities or states use aggressive tax audits, deferred taxes, or legal pressure when high-value taxpayers relocate.
The pattern is clear: when governments fear losing their tax base, some focus on restricting departure instead of improving conditions.
People and businesses usually move for practical reasons—cost, regulation, opportunity, or quality of life. Strong governments keep them by creating value: infrastructure, safety, opportunity, and fair policy.
Taxation itself is not the issue. The real issue is when leadership shifts from “How do we make people want to stay?” to “How do we make it harder to leave?”
That shift often says more about government insecurity than public strength.
