The Consumption Tax Debate in Japan — Looking in the Wrong Direction
In Japan, there is ongoing discussion about eliminating consumption tax on food and beverages for a limited period, such as two years, to help ease the burden of rising prices. The idea itself is understandable. Food is a necessity, and reducing the tax could provide immediate relief to households. The real issue, however, is how the government is choosing to discuss funding the resulting shortfall.
One proposal being mentioned is to tax religious organizations. In my opinion, this is a misguided and short-sighted idea.
Religious organizations are not ordinary commercial entities. Once the government begins taxing them, it inevitably creates a stronger relationship between the state and religious institutions. Taxation brings expectations of oversight, regulation, and eventually responsibility. If the government collects taxes from religious entities, it raises the question of whether the government also becomes responsible for their well-being or stability. This moves into sensitive territory regarding the separation between religion and state.
More importantly, this discussion reflects a broader problem in Japanese politics. Whenever tax reductions are proposed, the conversation quickly shifts to finding new sources of revenue. The more important question should be where government spending can be reduced.
Government budgets tend to expand over time. Programs and subsidies, once created, are rarely reviewed or eliminated. Instead of immediately looking for new taxpayers, policymakers should first examine inefficiencies and waste within existing expenditures.
In business, when revenue declines, responsible management does not immediately look for new income sources. The first step is to review costs and eliminate unnecessary spending. Governments should operate with the same discipline.
If reducing consumption tax on food is truly necessary, the funding should come from reducing wasteful government spending — not from creating new forms of taxation.
The real issue is not where to collect more money.
It is where too much money is already being spent.
