Starting October 1, 2025, Japan will implement new rules for obtaining and converting foreign or international driver’s licenses to Japanese licenses. The changes, introduced by the National Police Agency, are designed to improve road safety and prevent misuse by short-term visitors.
 
Under the new system, only individuals officially residing in Japan can apply. Applicants must present a valid residence certificate (住民票 jūminhyō) or residence card. Tourists and short-term visitors will no longer be eligible to convert foreign licenses.
 
The written test will become significantly harder. Instead of 10 simple illustrated questions, applicants will face around 50 written questions without pictures, requiring about 90 percent accuracy to pass. Likewise, the practical driving testwill be stricter, including more realistic road situations such as railroad crossings, pedestrian interactions, and complex lane changes.
 
Applicants must also prove they stayed at least three months in the country where their license was issued after receiving it, and submit an official Japanese translation of the license, usually prepared by the Japan Automobile Federation (JAF).
 
These revisions respond to an increase in accidents involving foreign-licensed drivers and aim to ensure that everyone behind the wheel understands Japan’s detailed traffic laws. Those planning to drive long-term in Japan should prepare early—secure residence registration, study traffic regulations thoroughly, and book testing appointments in advance. Short-term visitors should instead use an International Driving Permit (IDP), valid for one year under the Geneva Convention. The new rules emphasize accountability, local residence, and safety for all drivers in Japan.
