In Japan it is illegal to stand in the middle of working railroad.
I guess they do not plan to build fences around the railroad track. I wonder if that is safe. Unless it is a street cars, I have never seen the rail running without some kind go barrier separating the rail and people.
Do they plan to have Railroad Crossing sign or signal or gate?
