Development of Rail System in Japan

The rail system was built in Japan before people living around the rail. Fits, rail companies put railways to connect city center to the remote area. Then they build the housing community around the rail. So they not only build the rail, they created the community around it.
It is not a very good idea to create a rail where there is already communities.
